Once the Court rules that a government has violated the European Convention, that government is obligated to undertake individual and general measures. Individual measures are supposed to put an end to the violation and to redress as far as possible the effects of that violation. Individual measures typically also includes compensation to the victims of the violation.
General measures are aimed at preventing similar violations from happening again. The Committee of Ministers of the Council of Europe, which consists of representatives from all member states, is the body responsible for developing and overseeing the implementation of these general measures.
What individual and general measures a state is obligated to undertake depends on the violations found by the European Court of Human Rights and the systemic problems identified in the decision.
